Community Update - Feb 2026

Dear Torey Pines Homeowners,

December and January have been busy months for everyone, and the Board recently completed another meeting. We wanted to share an update with the community summarizing the items reviewed at the January, 2026 Board Meeting.

1. Property Management Contract

The Board reviewed a new contract proposal from Southwest Property Management (SWPM). After discussion, the Board decided not to accept the new contract and will remain on the current agreement, which expires at the end of 2026.

2. Landscaping Update

The new landscaping company, Hogan, has received positive feedback for their work on irrigation clocks and sprinkler repairs. Fred is currently investigating non-operational irrigation zones to determine whether issues are related to valve wiring or other causes. An irrigation map is in progress but is not yet complete due to these ongoing issues.The Landscaping Committee is also addressing dead grass and bushes around the tennis court areas and is working on a grant application, with matching funds, to help beautify the community.

3. Fountain Repair

The fountain repair, which was delayed due to COVID-related office closures, has now been completed. Great job to Alex, Tim, and the entire team for seeing this through. Thank you to the community for your patience.

4. Community Website Update

The Board discussed recent website updates, including the new homeowner login process. Currently, approximately 25% of the 178 homeowners have logged in and created accounts. A follow-up email will be sent later to encourage additional participation.

5. Tennis Court Committee and Rule Updates

A new Tennis Court Committee was formed and met in December to address concerns related to pickleball and court usage. The Board also held a closed session with legal counsel to clarify insurance coverage and court rules. As a result, the following rules have been approved effective January 2026:

  • Skateboards, bicycles, skates, or any other vehicles or activities—other than tennis and pickleball are prohibited on the courts.

  • Parking is only permitted in designated parking spaces. Street parking is allowed only on Pin Oak Drive on the same side as the tennis courts (see attached diagram).

Additional discussions included updating the main court signage and potentially changing court access from traditional keys to non-duplicable key cards or fobs. The estimated cost would be approximately $25 per homeowner, covering the cost of the devices. Another Tennis Committee meeting will be scheduled in February to gather homeowner feedback.

6. Garbage and Debris Reminder

During SWPM’s monthly site inspection, it was noted that several homes had debris placed along the roadside. Due to recent changes in county garbage pickup schedules, the Board will revisit this topic in February. Updated garbage pickup days and bulk pickup information (now Mondays) will be posted on the community website and emailed to all homeowners.

7. ARC Requests

Architectural Review Committee (ARC) requests must now be approved by both the ARC Committee and the Board during public monthly meetings. All four ARC requests reviewed in January were approved.

8. Security Update

The Security Committee reviewed three bids and selected Gravitas to provide additional security services. Gravitas attended the meeting and presented an overview of their services. The Board unanimously approved a three-month trial, supplementing existing police coverage and security cameras.Gravitas will patrol three times daily, monitoring for lights out, broken sprinklers, tennis court violations, perimeter concerns, trespassing, and school-related issues such as speeding or vandalism. Officers wear body cameras and provide detailed reports with photos to the Board and SWPM. All costs will remain within the approved 2026 security budget.

9. Pressure Washing

The Board reviewed multiple vendor quotes and selected Heritage for pressure washing due to competitive pricing and broader service coverage. All common areas, including sidewalks and tennis courts, will be pressure washed during the first week of February.

10. Welcome Committee and HOA Fees

The HOA initiation fee was previously increased from $400 to $600 for new homeowners. Nick is preparing a Welcome Letter and updating the community rule book (last updated in 2013). A Welcome Committee is also being formed to greet new homeowners. Currently, one new home has joined the community, with three more pending sale.

11. Dog Bag Station

Due to repeated vandalism of the dog waste bag station, the Board discussed potential removal to reduce repair costs. The item was tabled for now. The station will not be refilled, and the situation will be reassessed at the next meeting.
